Debra Kay Palmer M.A.

Debra is a trained conservator and also cultural projects for development, and has worked in the cultural heritage field for over 20 years. Debra-Kay is particularly experienced in the mechanisms of the various international culture treaties, and brings to CHC specific experience in world heritage processes, developing nomination dossiers, and cultural policy and legislation development. She has also been involved in several projects that engage non-culture organisations and has facilitated vulnerability assessments for heritage resources, training and inclusion in disaster risk management frameworks for cultural heritage. Her interests include the movement of cultural property across borders, cultural policy development, management of cultural spaces and cultural legislation. Debra has a Master in Cultural Projects for Development from the International Labor Organization/University of Turin, an M.Sc. in Principles of Conservation from the University College London and a B.Sc. in Biochemistry from the University of the West indies. She also has a Certificate in International Cultural Heritage Law from the University of Geneva.
